Canada revises express entry immigration rules, adds military roles
The new categories target researchers, health workers and aviation staff as Ottawa seeks to fill labour gaps and add military specialists.
On February 18, 2026, Immigration Minister Lena Metlege Diab introduced new Express Entry priority categories targeting researchers, senior managers, transport workers, foreign-trained doctors, and highly skilled military recruits.
The government implemented these changes to restore immigration to sustainable levels while addressing acute labour shortages; Diab said the new categories help attract talent that can "contribute from day one."
Prime Minister Mark Carney's broader defense strategy aligns with these targeted immigration streams, seeking to boost national security capabilities and lessen Canada's dependence on the United States.
Carney's strategy aims to lift defense research investment by 85%, boost industry revenues by more than 240%, increase exports by 50%, and create up to 125,000 jobs by 2035.
Existing Express Entry invitation rounds for French-language candidates, skilled trades, and health-care workers will continue alongside the new targeted streams, ensuring Canada maintains a workforce ready for a changing economy.
