Businessman admits role in ‘5-headed monster’ that defrauded government of millions

BAY CITY, MI — In a 2019 interview with FBI agents, a Saginaw businessman described being part of a “five-headed monster” that defrauded the U.S. government of millions. Six years on, the “monster’s” last two heads have pleaded guilty to federal crimes and have agreed their entity will pay a $1.1 million penalty.
