Before a natural disaster, a governor’s order can free up the National Guard and medical help
U.S. officials can declare a state of emergency before an expected hurricane, flood, snowstorm, or other natural disaster to speed public safety preparations.
A governor usually signs an executive order identifying the area likely to be affected by severe weather.
The order lets emergency agencies develop response plans and assign duties, including searches, rescues, road closures, security, and medical care.
The declaration allows state agencies to help local governments and begins the process of seeking federal aid through FEMA.
