A 68 year-old Rome woman with a history of panhandling, Fennisa Louise Dodd, has been arrested again. Reports said that Dodd was found outside Longhorn on Shorter Avenue begging people for money. Dodd has been arrested in Floyd, Polk and Bartow Counties for panhadling. Dodd is charged with criminal trespass. Source
