Lloyd Austin explained that this development concerning anti-personnel mines followed the evolution of Russian tactics. He pointed out that it was now Russian infantry who were maneuvering on the battlefield, rather than armored vehicles. According to him, Ukraine “needs resources to slow down this effort on the part of the Russians”.

Lloyd Austin a expliqué que cette évolution concernant les mines antipersonnel faisait suite à l’évolution des tactiques russes. Il a souligné que c’était désormais l’infanterie russe qui était à la manœuvre sur le champ de bataille, plutôt que les véhicules blindés. Selon lui, l’Ukraine a « besoin de moyens pour ralentir cet effort de la part des Russes ».
