Only 32 jurisdictions are on track for very low-income goals, while 212 Southern California cities and counties missed the halfway mark.

- Private developers argue that State affordability requirements and higher wage standards make projects infeasible in most neighborhoods. Since 2018, the State's streamlining law has greenlit 27,961 units, but this falls short of ambitious goals.
- Only 32 jurisdictions—less than 6%—are on track to hit very low-income targets, while Irvine has permitted just 9% of required very low-income units despite issuing more than 6,000 market-rate permits.
- Cities cannot force development, according to Jason Rhine, a lobbyist with the League of California Cities. Laura Foote, executive director of YIMBY Action, counters that cities control zoning and permitting but fail to welcome housing.
- Despite ambitious targets from Gov Gavin Newsom's administration, housing construction remains just north of 100,000 homes annually. Affordable housing advocates hope voters will back an $11.25 billion State bond in November to replenish funding.
