All Ontario buyers will be eligible for HST rebate on new homes for one year, Ford says
- On Wednesday, Premier Doug Ford announced Ontario will temporarily remove the 13% Harmonized Sales Tax on new homes valued under $1 million from April 1, 2026, to March 31, 2027, to stimulate housing construction.
- Previously, Ontario's HST rebate was restricted to first-time homebuyers, but this expansion opens the incentive to all buyers of newly built properties to address a market slump. Ford is attempting to reverse a decline in housing starts.
- Projections indicate the rebate could stimulate 8,000 additional housing starts, supporting up to 21,000 jobs and boosting Ontario's GDP by $2.7 billion. The federal government has agreed to cover its 5% portion, providing nearly $2.2 billion in relief.
- Finance Minister Peter Bethlenfalvy will table the measure in Thursday's budget, which carries a $13.4 billion deficit. The initiative will cost Ontario almost $1.4 billion in lost revenue.
- Purchase agreements must be signed between April 1, 2026, and March 31, 2027, to qualify for the rebate. Primary residence construction must begin by December 31, 2028, and be completed by December 31, 2031.
