Azerbaijan leader says he wants Russia to admit it accidentally shot down passenger plane killing 38
AZERBAIJAN, JUL 19 – Azerbaijan accuses Russia of shooting down Flight 8243 with a Pantsir-S missile and demands formal guilt admission, prosecution, and compensation for 38 victims, President Aliyev said.
- On July 19, 2025, President Ilham Aliyev announced at the Global Media Forum in Khankendi that Azerbaijan will file lawsuits in international courts against Russia over the Aktau crash.
- Aliyev said that Russia's suppression of evidence and refusal to admit guilt have been compounded by seven months without any response from Moscow.
- A Russian Pantsir-S1 missile was blamed for hitting the aircraft, which crashed near Aktau on Dec. 25 amid reported Ukrainian drone attacks, Azerbaijan authorities said.
- Azerbaijan demands Russia formally acknowledge responsibility and compensate victims, while Ilham Aliyev told Moscow a legal dossier is ready for international proceedings.
