Air Canada failed to offer refunds or rebooking, fined more than $400K, regulator says
The regulator said Air Canada failed to refund or rebook passengers on 71 occasions, affecting more than 55,000 travellers.
- On Monday, the Canadian Transportation Agency issued a $426,000 fine against Air Canada for 71 violations of the Air Passenger Protection Regulations during the August 2025 flight attendant strike.
- Approximately 10,000 flight attendants walked off the job on August 16, 2025, after failing to reach a new contract agreement, causing thousands of flight cancellations over several days.
- Between August 15 and 20, 2025, Air Canada "committed multiple violations" by failing to provide passengers the mandated choice of a refund or confirmed reservation on another carrier.
- Air Canada rejected the findings, stating it rebooked 200,000 passengers and provided approximately $90 million in voluntary reimbursements, arguing the regulator failed to consider "real-world circumstances."
- The airline has until April 18 to request a formal review before the Transportation Appeal Tribunal of Canada , maintaining the notice is "unfounded in law.
