The government wants to change the rules of access to higher education, but only for those who compete through special competitions, such as those aged 23 years or people who have come from professional courses.
The State Secretary for Higher Education says that minimum levels of literature, numbering and English will be required only in special competitions, keeping national access competition unchanged.
