Abbott orders Texas officials to investigate hospital over ‘birth packages’ for foreign nationals
Abbott said the hospital advertised maternity services in Spanish to attract foreign nationals, and state officials are reviewing possible civil, criminal and administrative penalties.
On Tuesday, Texas Governor Greg Abbott directed the Texas Health and Human Services Commission to investigate Mission Regional Medical Center for allegedly marketing "birth packages" to foreign nationals seeking U.S. citizenship.
Abbott stated the practice "exploits the extraordinary hospitality" of the United States and Texas, asserting that the hospital targeted international patients in an apparent effort to profit from birth tourism.
Spokesperson Kathleen Avila said Tuesday the facility ceased using marketing materials to eliminate any "unintended misunderstanding," adding the hospital intends to cooperate with state officials.
Pursuing potential civil enforcement or criminal charges, the commission must refer findings to Texas Attorney General Ken Paxton, while Abbott seeks legislative action to eliminate the practice next year.
Nearly 9,600 births to foreign residents occurred in 2024, though the Migration Policy Institute notes birth tourism remains rare, accounting for a fraction of the 3.5 million annual U.S. births.
