The public list will show when subsidies expire and whether extensions are possible, giving officials and advocates earlier warning on more than 9,700 units.
- Pennsylvania will create a searchable statewide database tracking properties with expiring affordability restrictions, an initiative included in the state budget deal lawmakers passed in July.
- Over the next five years, affordability restrictions for more than 9,700 units will expire, according to the National Housing Preservation Database, as many 30-year restrictions reach their end.
- The Pennsylvania Housing Finance Agency will compile the data using current resources, requiring no additional funding; at least 11 states including Florida, New York, and Texas already compile similar databases.
- State Sens. Nikil Saval and Vincent Hughes of Philadelphia sponsored the measure to address late discovery of expiring restrictions; Saval said his office learns of them "sort of late in the game."
- Despite the database's passage, Gov. Josh Shapiro and lawmakers excluded other housing initiatives from the final budget; Saval called the lack of progress "unfortunate," noting any year without advancement is a step backwards.
