The head of the Defence Committee of the State Duma, Andrei Kartapolov, and his deputy, Andrei Krasov, have submitted to Parliament a bill that proposes to recruit citizens for military service throughout the calendar year, from 1 January to 31 December, on the basis of a decree by the President of the Russian Federation.
