The Vice-Speaker of the State Duma, Victoria Abrahamchenko, told RTVI that in Moscow more than 39,000 nine-year-olds had taken advantage of the opportunity to enter the SPO institutions, which represented about 34 per cent of all school children in the city, and as a result the number of budget seats in Moscow colleges had increased from 36.7 thousand to 43.8 thousand.
