The European Union (EU) is lagging behind, as the deadline for the submission of climate plans to the UN has passed for several weeks. While COP30 opens on 10 November, Brussels has still not formally tabled its plan. The Twenty-Seven are supposed to finalize the text on 4 November, but a few days before this meeting of European Environment Ministers, the compromise is still not found. France, for example, is not satisfied.
